HMB's Circulation Element Update Up For Review
I first wrote about this here on Patch one year ago (last July), when the City had a Planning Director's meeting at 4:30 in the afternoon in the Sun Room at the Ted Adcock Center. I called it the largest infrastructure project in coastside history, and it was - or at least the first attempt by the City as such. I wrote two follow-ups, the last one in September of last year: “Follow-up to HMB Infrastructure Project”, http://halfmoonbay.patch.com/groups/george-muteffs-blog/p/bp--follow-up-to-hmb-infrastructure-projec...
The tiny room was packed that day in July, with the City's brand new(est) Interim Planning Director, Pat Webb from RWC, at the helm for the thumbs up or down. She had been here for about a month at that time. Ms Webb is now gone, along with our own HMB Planning Department which was outsourced about a month ago (yeah, the whole department was outsourced!) and we have a(nother) ‘new’ Interim Planning Director, Bruce Ambo. Mr Ambo started here this past March, I believe, and is still ‘learning’ his job...what’s left of it.
There were several folks at that initial meeting that were stunned that such an enormous infrastructure project was on the Planning Director’s Agenda slated for approval by the Director with absolutely no public notice or input. I was one of them, and I said so at that meeting - strongly urging Ms Webb to place this Item in front of the HMB Planning Commission for their review, which would allow for public input. I also suggested the ‘project’ as planned be broken into manageable parts or elements so that each part could be addressed publicly by the folks that part impacted.

The story continues, but you can read about it on the link above. Moving forward, the City has now posted the yet to be approved Updated Circulation Element, which can be found on the City website, or here: “Circulation Element Information and Resources”, http://www.hmbcity.com/index.php?option=com_content&view=article&id=686:circulation-element-resources-and-information&catid=93:current&Itemid=169
It is, of course, my intention to be at the next City meeting on this, but for those interested, may I suggest you read through the 75 pages of this Update and form your own opinions, questions and conclusions. This is something we will be living with for as long as we are living here and beyond, for those who have not yet lived here, but will. It will, of course, also impact our visitors, our commerce, and our ‘circulation’ on and around the coastside.

From the City website: “The City seeks the community’s input during a 30-day comment period which runs from July 17 – August 16, 2013 as well as at the upcoming Planning Commission hearing on August 27, 2013.” May I suggest that we all review this Update and provide the City with what they request - “community input”.
