As a parent of a five year old boy, that likes to run around. when he was walking age and we were out and about, he never got out of the stroller unless someone was holding his hand or holding them in their arms. These parents will suffer as will the driver the horrible memory of this. When you are with kids in a public place they have to be the number 1 priority, and I personally do not think it's a bad thing to have the kids on the child leash, it still gives them the ability to move around but you have control of them, however in a parking lot, they should not be able to roam freely at all.

A similar tragedy happened to a friend years ago, she and her husband were saying goodbye to family in front of a restaurant fronting a busy street. She thought her husband had their son, and he thought she had an eye on the son, and being distracted with the niceties of saying goodbye, their son dashed into the street and was hit and killed. No judging, we can all understand how quickly it could happen when you are even a vigilant parent.
