Montiel said that though the report did not state whether the driver of the truck lost consciousness before the crash, there was nothing in the incident report to indicate that he was not conscious before the collision.
The accident took place when the driver of the smaller vehicle drove off the highway into a telephone pole instead of turning, according to incident reports.
"The driver [of the smaller vehicle] said that someone cut him off and that's why there was a crash, but without a witness, we cited the driver for failing to turn and going off the road into a telephone pole before the big truck overturned," Montiel said.
The driver also hit a wooden metal sign, according to Montiel.
